A revolutionary revolu-tionary movement, which resulted in the calling of a general strike, was directly responsible for the suspension yesterday bv Spain of constitutional guarantees, according to an official dispatch received today bv Ambassador Riano from Madrid. The government, having arrested the signers of the strike manifesto, is said in the dispatch now to be relying upon the "common sense" of workmen and the effectiveness of the measures taken to preserve public order. The country was quiet at the time the dispatch was sent.
