Show CUBANS FEAR TROUBLE. In the capacity of godfather of the Cuban republic the L'nited States may be called upon to super ise the coming presidential election in the "Gem of. the Antilles. ' ' There is much opposition ' to the re eteetion of Menocal and it is; feared an outbreak might follow his sue- j cess at the polls, the suspicion of fraud being always present. The United Slates j is not entirely free from such suspi- I cions, but Ihe losers are always as deep ; in the Din,, as the winners iu the mire and no one thinks of starling a revolution revolu-tion to orturn the governniput. In the Latin American countries, t uba. Haiti and Santo Domingo, it has always ' been possible, until very recently, to i start a rebellion without the shadow of an excuse. The South and Central Americana hare found out that it doesn't pay, and no longer engage in factional fighta even' for the fun of the thing. Haiti a.nd Santo Domingo are being restrained by the United States, leaving Cuba the only country where an outbreak is feared, i Ever since the Spanish-American war j this country has had to keep a watchful j ei e upon Cuba, and we have had to j make a show of force to straighten out j various tangles. This sort of thing gets j wearisome after a while, and we hope j the government at Washington will have nothing to do with the Cuban elections. An attempt at supervision would ouly drag us into a controversy and we should always be suspected of aiding the j winning side. Let the Cubans hold their j election without interference, and if ! trouble follows we can read the riot act j to thein with a clear conscience. We are beginning to suspect that the Cubans, Cu-bans, like the Filipinos, lack the capacity ca-pacity for self -government. Whether they do or not will be shown in the coming com-ing presidential campaign. |
