IBoutoll of Illinois was today to-day iiomlnntcd by President Taft to be United States minister to Portugal. Mr JJoutcIl was defeated for ictiominatloii at the Inst primary election. Tho appointment of a new minister to Portugal suggested the Inquiry at the slato department today whether .Mr. Bou-tell's Bou-tell's credentials would be aerrcdlied to tho provisional government, of that country coun-try and whether this would constitute recognition by the United States of the ropublicun administration. It was explained, however, that though tho new minister would be received by the provisional government, tho attitude of the jtaic department was that ho was merely continuing in tho same relationship relation-ship to the provisional government, as tho minister whom lie succeeds, the latter, lat-ter, of course, being originally accredited to (he mfinarchfnl government.
