Provision Ih made for the allowance of money for the completion of projected railroad Hellenics. This will be the opening wedge for a series of similar treaties between the United Stales and countries of Central and South America, the purpose of which will bo to rehabilitate the finances of those countries, and while greatly reducing tho niuouut of money which they arc annually obligated to pay over to ISiiropean bond-lioldcr.s, bond-lioldcr.s, removes any pretext for interference inter-ference by Huropcan governments in the affairs of the Americun republics. |
