Show Commission approves Parowan blacktop bid J. week Holcomb stated that he felt that he had been punished adequately, and that the license should now be granted so that he could continue business. The tavern is curerently still open for other business, but without the right to sell beer Holcomb said he is losing money. "I've got to have a business there so I can make payments," he said. Shumate recommended recom-mended that the license not be granted, saying: "Selling beer is not a right in most states I can find. It is a privilege granted by a governmental govern-mental agency. This specific establishment has abused that privilege." The three commissioners com-missioners agreed and voted unanimously to not renew the license. The commissioners also reviewed an information in-formation letter from Margaret Miller, Cedar City precinct justice of the peace. Miller informed in-formed the commissioners com-missioners that, in accordance ac-cordance with her authorities, she had appointed a constable to serve legal papers for her court. The commissioners were concerned with both the cost and need for such a position. Commissioner Clark also questioned the manner in which the appointment was made. There had been no consultations con-sultations or interviews and the position had not be advertised. "So she just appointed her friend?" asked Clark. "Is that what happened? Do you really think that's ethical?" In other business The commissioners voted unanimously to change the schedule of regular commission meetings. A meeting will be held the evening of the second Wednesday of each month at 7. Another meeting will be held the morning of the fourth Wednesday of each month at 10. Attorney Shumate was instructed to draft an ordinance for the disposal of county properites. The draft will be reviewed at the next meeting. The commission decided to ask the Five County Association of Governments to allow participation in a number of its programs in 1981, including manpower, economic development, aging and weatherization. PAROWAN The Iron County Commission accepted a bid of $107,332.50 to blacktop a 2.55 mile section of road between Parowan and the Parowan gap. The figure, quoted by R.A. Childs Co. of Cedar City, was the only bid sumittted to the commission com-mission by the Sept. 24 closing date. The enigeer's estimate for the work was $102,712.50. The section of road to be blacktopped runs from the end of the exisiting blacktopped road toward the Little Salt Lake. The road is currently gravel. The company said that it would begin the work as soon as the county prepared the roadbase. Both the company and the commission hope to have the work finished by winter, but they realize that they need to start as soon as possible to do so. In realated business, the commission also accepted a bid for $10,098 by Blackburn and Gower Construction of Cedar City to build a concrete Ihw culvert on Cedar Mniiiiiain. I !,i engineer's csliin.ilt' mi this project was $14,535. The culvert provides a bridge for the road to the girls' camp. The previous metal culvert has been washed out twice. In other business, the commission denied a beer license to the Valley Pump, a tavern on Lund Highway north of Mid-valley Mid-valley Road in Cedar Valley. Ray Holcomb, owner of the tavern, met with the commission to ask for the license, which would permit beer to be sold on the premise. The Valley Pump has had a license in the past, but it was not granted when it came up for renewal this past spring. On May 14 County Attorney James L. Shumate and County Sheriff Schoppmann presented a case that the tavern was selling beer illegally to minors. After several legal maneuvers, including a temporary restraining order on the commission action by Filth District Court Judge J. Harlan Burns, the renewal was denied on June 20. Holcomb was told that there was no specific period of waiting before he could apply for the commisson at some future date.
