Show A Soviet America? Dear Editor: Just received a bulletin from the "COMMITTEE TO RESTORE THE CONSTITUTION, INC." that disturbs me very much. On 20 July, 1979, President Jimmy Carter signed Executive Order No. 12149, "Federal Regional Councils," replacing Executive Order No. 11647, "Federal Regional Councils," signed by President Richard Nixon on 10 February, 1972. In the Executive Order No. 12149 it states that one 1972 Federal Regional Agency, the Law Enforcement Assistance Administration has been named the Federal Emergency Management Agency and given vastly expanded police powers. L.E.A.A., now F.E.M.A., coordinates consolidation of local law enforcement agencies and National Guard units into a national police force and funds gun control legislation. Sheriff Arden Stewart is the only authorized executive in Uintah County. In other words, he is top man in the executive branch. Nowhere in the United States Constitution, the Utah State Constitution, or the Utah Code does it state that the governor of the state or the president of the United States can give him orders. He is bound to follow the laws that are passed by the state legislatures and not by laws thought up by usurping bureaucrats in Washington. The sheriff has two things, and only two things, to do and they are the protection of life and property. We must "SUPPORT OUR LOCAL POLICE AND KEEP THEM INDEPENDENT.". IN-DEPENDENT.".
