Show PIPERS SPRING OP ! 1 FRENCH CAPITAL At Least a Dozen Have Made Appearance Since the War Began. REGULATION IS URGED Latest Addition Appears to Have Abundance of Capital Capi-tal Behind It. PARIS. War time would not I appear favorable to the launching of new newspapers, as it has always had a disastrous dis-astrous effect upon those already estab-lihsed, estab-lihsed, and the present war, unprecedented unprecedent-ed in history in every way, has caused such a crisis in the supply of paper that the French government is being forced to take special measures in the hope of insuring in-suring the existence of the press. Nevertheless, at least a dozen new newspapers have appeared In Parts since the war, some- weekly and some daily. The weekly publications are devoted to gossip, literature, art and the theater, and, with one exception, their united circulations cir-culations do not make extravagant demands de-mands on the paper supply. The most important addition" to the French morning press appeared some two months ago, being a one-cent paper, launched with what in France was considered consid-ered a tremendous advertising campaign. Posters In color were freely distributed all over the country and a considerable amount of advertising was done in many newspapers and periodicals; in fact, everything seemed to show that the new daily had plenty of capital behind it. Peculiarity Presented. When U appeared it was found to present pre-sent one peculiarity. No name of owner, director, editor or other responsible person per-son appeared in it. although French papers pa-pers always give these particulars. The only name given was that of the "manager," "man-ager," printed obscurely on the last page, as under French law this name, at least, must be given. Another less important peculiarity soon appeared. The new paper, being a one-cent one-cent paper, ought only to appear on two pages (a single sheet), twice a week, but it ignored tills regulation and kept on i appearing as a four-page paper until the other one-cent papers induced the au- ! thorities to force it to submit to the same restrictions as they voluntarily endured. en-dured. A few weeks after Us appearance the new paper was violently attacked in Gus-tave Gus-tave Herve's paper, La Vletoire, as being Intended to undermine French morale and bring about a premature peace. Much emphasis was laid upon the fact that no responsible names were given in the Paper, Pa-per, and it was challenged to state who j were its supporters and directors, a challenge chal-lenge which the paper refused to take up. ; Regulations Proposed. One result of this incident has been that a bill has been introduced into the cham- , ber by several deputies, among them Maurice Barres, which proposes that the government should take immediately the following measures: ! To prohibit any attempt to influence i public opinion by the issue or diffusion 1 of certain publications; To give parliament the means to know the names of all persons participating in these publications, either financially or editorially; To demand the publication In the Official Offi-cial Journal of the names and nationalities nationali-ties of directors, officers and managers of every company formed to publish any periodical, dally or occasional. |
