Show GOWANS SPEAKS AT TEACHERS' INSTITUTE Special to The Tribuiie. K A YS VJLLE, Sept- 23. Dr. E. G. Gowans, state Buperintcndent of public pub-lic instruction, was the principal speaker at the first county teachers' institute in-stitute of the vear. held at the Central high school building here yesterday. Nearly all of the ninety teachers employed in Davis county were present. In addressing the high school section sec-tion later in the day Dr. Gowans declared de-clared in favor of higher salaries for teachers and reduced expenditure for school buildings, expressing the hope that he would be able to convince school .boards in all ports of the state that they should not strive for monumental monu-mental architectural effects when planning plan-ning school buildings, but should provide pro-vide buildings costing $2500 to $.1000 per room at the outside, instead of from $.1000 to $60Ut) per room, which is sometimes some-times paid now. He said he was definitely defi-nitely committed to the plan and wanted to sec the teachers' salaries advance as living expenses increase, so that the best men and women would not be forced out of the teaching profession. pro-fession.
