At the request re-quest of Postmaster-General Payne, Chairman McCall, Representatives Hltt, Richardson of Alabama and Bartlctt, went to the Arlington hotel today and discussed with the PoBtmaster-General at his bedside the special report Involving In-volving members of Congress in tho , matter of clerk hire and leases at third and fourth-class postofllc6s. Mr. Payne had prepared a statemont which he wished to go Into tho record of the committee, and which, after final revision will be made public. Tho vital point In the statement Is that Mr. Payne was most positive In his protest that tho names of members should not have -been sent to tho House Commlttco on Postofllces and Poatroadfl. The report In question was first submitted sub-mitted to tho' commltteo without the names and the second report with tho names was sent to the capltol upon a telephone order from tho House Committee Com-mittee on Postofllces and Postroads. Chairman McCall today recolvod an explanation from tho Govornment printing ofllco concerning the folio line , at the top of each pago of tho report , "Charges Concerning Members of Con- " grcRS." This line was, it Is said, is a : legitimate condensation of the sub-l sub-l stance of tho title pago submitted from 1 the Postoflfcc committee and Is also 1 justified by tho Hay resolution, which j contains the word "Charges" In tho j eamo connection.
