Stepanoff made a statement state-ment to tho Associated Press regarding tho United States gunboat Vlcksburg incident in-cident at Chemulpo. Ho took no part In tho conferenco of protest preceding tho fight, for the simple reason that ho was not Invited to do so. After tho fight, llko tho others, ho sent a surgeon with a boat lo tho rescue. res-cue. As regards his not taking Russian scasmcn aboard tho Vlcksburg, this was unnecessary, and It Is more than probable proba-ble that Capt. Rudineff, commanding tho Varlag, did not ask It." The celebration In honor of tho survivors sur-vivors from tho Varlag and Koriotz was concluded today with a great banquet to tho officers of tho ships Jn the city hall and to the seamen in tho barracks.
