Tho Japaneso Minister has received a telegram from Toklo announcing that Just beforo the adjournment ad-journment of the Diet the House of Representatives Rep-resentatives passed tho following resolution: resolu-tion: "Tho Imperial declaration of war against Russia, enunciating Just and hon-orablo hon-orablo principles, shows that his Majesty has been actuated solely by a dealro to prosorvo the peace of tho Orient, and every tjubject of his Majesty should exert himself to tho utmost to obey tho imperial will. This House, moved by tho same scnao of patriotic devotion that Is felt by tho whole nation, has provided tho revenues desired by the Government, so that thoro may bo no deficiency In tho funds for prosecuting the war and following follow-ing up tho great successes already attained at-tained by our navy. Tho war has only Just begun, and tho timo Is yet far distant dis-tant whon a comploto victory can be won nnd tho poaco of the Orient restored. But this Houso will always bo ready cordially to co-operate in tho measures necessary to bring about tho desirable result, and will bo prepared to grant all funds necessary ne-cessary for tho prosecution of tho war.
