The agency has established a Community Service Department to provide organizations in Salt Lake City and other Utah cities with a complete local or statewide state-wide public relations and fund raising service. Robert M. Thomas, former New York City public relations consultant and campaign director, direc-tor, has been named director of the agency's new service. Thomas pointed out that many small community organizations cannot afford ' the expense of full time personnel to carry on necessary public relations and Other promotional activity.
