SAN ANTONIO, Texas, Dec. 11. Thirteen negroes were hanged nt Fort Sam Houston today at 7:17 o'clock for complicity in the riot at Houston on August 23. Men' Why Paid Penalty. The announcement of action on the court-martial's verdict was made at southern headquarters at 9 o'clock by tho chief of staff, who also gave out a formal statement in which the names of the men sentenced to life1 imprisonment were given.
