HALIFAX, N. S., Dec. 11. The snow storm which hampered the relief workers work-ers yesterday was of short duration and last night was clear and cold. As the snow which fell was near enough to rain to be well saturated, a hard crust had formed today, further interfering inter-fering with the trafllc problems and with the work of clearing away the ruins of wrecked buildings.
