Indications that the government intends to take over the railroads of the country for the duration of the war were without material effect on prices of that group at the dull opening of today's stock market. Reactions in rails were nrostly fractional with here and therea loss of a point. Equipments, specialties and utilities were under further pressure, Pullman falling three points and General Gen-eral Electric 1 1-4, with a point each for America Tobacco and People's Gas. Foreign bonds continued to weaken but Liberty issues were steady. The early steadiness of rails proved of short duration, moderate offerings later causing declines of 1 to 2 points in the active issues while Louisville and Nashville fell -1 points and Lackawanna Lacka-wanna 10. Pullman increased its loss to 6 points, tobacco yielded 3 to 10 and equipments, oils and specialties 1 to 3. Foreign bonds reflected further liquidation, liqui-dation, the French issues making nev; low quota tions with Anglo-French Liberty Lib-erty 4's sold at 97.26 to 97.36 and tho 3V's at 9S.28 to 98.52.
