Regulations Regula-tions limiting electric display advertising adver-tising have failed to conserve the amount of fuel hoped for bv the fuel administration and a plan is under consideration to stop all outdoor lighting save street lights, at least three nights a week. "The order of November 0 now appears ap-pears to be impracticable," said Fuel Administrator Garfield today, "it restricted re-stricted illuminated signs to certain hours, making reasonable exceptions of merchants and theater signs. The evidence of all eyes is that the streets of cities are virtually as light as before be-fore these special signs were dark ened.
