Administration Building presented to Council for approval The "New City Administration Building Committee" in cooperation with L. Robert Gardner, architect, presented preliminary plans at the Cedar City Council Meeting held last Thursday. ' These schematic plans in cluded proposed floor plan, east elevations, traffic flow studies and solar heat options. The proposed solar system could involve the use of panels inside a glass enclosure with a dark surface to absorb heat, which is drawn off by circulating water or air to be transferred to some other unit may be a proposed method to store heat, explained Gardner. Southern Utah averages about 3,200 annual hours of sunlight, according to a national magazine publication which seems ideal for the use of solar energy facilities. The proposal Would provide a building with 23,000 ft. floor space and would place the structure across the street and north-east of the Rock Church.
