Show Bids opened on Phase III of City's Sewage Treatment Plant Bids were opened at the meeting Of the Cedar City Council Thursday evening covering tire return water pumping system and pipeline, which is the third phase of the city's sewage treatment plant construction program. The engineer's estimate was $869,000.00. The apparent low bid was received from Peterson and Beckstead of Riverton, Utah, in the amount of $768,467.90. Thirteen bids were received, which was an indication of high interest in the project, according to Mayor Kerry Jones. Actual awarding of the bid will be delayed subject , to an engineering evaluation of the bids received. L. C. Romney and Madelaine Issacson, representing the Utah Office of the Housing and Urban Development Department (HUD) were present at the hearing to discuss the Section VIII Rent Subsidy program for low income and senior citizens groups. It was explained that two basic program were available: (1) A "New Construction Rentals" Ren-tals" involving a committment on the part of a Landlord to contract with HUD to build rental units which would rent for a maximum monthly figure specified by HUD. . This program would involve only "approval to proceed" by the City Council in addition to the contract between HUD and the private developer. The second optional program woul'd" be' to place existing housing and rentals into I an Owner-HUD contract and the operations would be supervised and audited by a "Housing Authority" to be formed by theCity Council. It appeared, according to Mayor Jones, that because of escalated construction costs, the New Construction program was not too practical at this time because builders investment would demand higher rent figures than allowed by the HUD guidelines. Following the meeting citizens were asked to express their "feelings to the Mayor and City Council as to whether we would like to see "Rent Subsidy" programs available within Cedar City. The City Council has final say as to whether a rent subsidy program ' is brought into the community, kept out, Mayor Jones indicated On a split vote'of the Council,, formal action on acceptance or denial of the "north fiels? annexation an-nexation petition was delayed until the March 4 Council meeting. It appears, the Mayor reports, that a legal petition covering 60 percent or more of the land ownership is in city ' hands but there exists some, controversy over whether some people who signed the petition want their names removed. The Council was petitioned by Del Rich, Real Estate operator, for permission to proceed on the construction of eight houses in the Cedar City Indian Village. The construction would be under a Paiute Tribual Housing Authority. Since there would be no "subdivider," action was tabled subject to negotiations with the IDS Church. The Church owns the land involved and in selling the building lots involved, would, by city ordinance, be forced into ; the position of being a subdivider which would place on them the obligation of meeting subdivision requirements of guaranteeing completion of road oiling, curb and gutter and utilities installation. in-stallation. The City Manager was authorized to negotiate for the purchase of a used Michigan 23 yard earth moving "elevating scraper" for use in the refuse cover operation at the City Land Fill. George Vanderberghe, who operates an irrigated farm in the Quitchipa area has indicated that pumping of. the city wells at Quitchipa has-just about dried upo his irrigation well. Because of that, he has asked for permission to equip and pump one of the "extra" and unused wells the city owns and he wuld then convey the water . about one-half mile to his farm irrigation system. The request was tabled for engineering study. |
