Show For Enoch Elementary Air Quality Controls Aired Alternatives measure to meet requirements of Clean Air Standards at the Enoch Elementary School were taken under advisement by the Iron County School Board at their meeting Tuesday at the Escalante Valley Elementary. Architect John Rowley and district energy director Bruce Decker reported to the board alternative measures that might be considered to meet Air Quality Controls identified as a problem relative to the Enoch School, now under construction. The memorandum from the State Social Services, Division of Health, Environmental Health Services Branch, has identified a problem in the capacity of the smoke which is expected to be emitted from the school stack. The letter to the architect ar-chitect identified an above accepted regulations of "new sources," at the Enoch Elementary. After review In meeting with personnel of the division Rowley and Decker indicated that although reviewed prior to bidding by the Division of Health, the criteria for emissions was not iden- of $110,000. Possible addition controls on other buildings in the district could bring the control figure to near the $1 million mark, it was indicated. The board heard the recommendation recom-mendation and directed that the Superintendent solicit the support of the State School Board and the State School Board Association to help mass a public protest against such restrictions on school building. The cost, if applied throughout the state-at state-at least the rural areas where coal is the most commonly used energy source-would be astronomical. "It appears that the schools and other 'new sources' are being hampered ham-pered with restrictions designed to control emission for heavy industr ial use," it was commented. Set Mill levy In other action the board, set the mill levy for 1978. The total levy was set at 45.97 mills. Broken down the Maintenance and Operation mill levy was increased by 2.53 from 22.94 to 25.97. The M and O levy, by state statute, will automatically be increased in-creased to 28 mills following the re-evaluation re-evaluation process in the county a year ago. Capital Outlay was increased in-creased from 17.80 to 18.72, an increase in-crease of .52 of a mill and recreation was increased from .80 to 1.25. Special transportation remained at .25 and tort liability was also retained at the .25 level. The increase in the recreation mill levy was approved to provide needed funds for the operation of the new swimming pool that has been jointly constructed with Cedar City Corporation. Cor-poration. The pool is expected to be operational this summer and integrated in-tegrated into the physical education program of the district by the next school year. Hear plea The board heard a request from a delegation from Kanarraville. The appeal emphasized the need to keep children from the same families in the same school and requested that the District identify a specific elementary elemen-tary school for Kanarraville children to attend. It was suggested that the East Elementary would be the most logical and the superintendent and principals will study a proposal to see if the requests can be met. A reorganization of the district construction and maintenance was approved by the board. Complete staffing will be completed by the Superintendent. Other action included: --Authorization of a 50 cent increase in student activity fees for all elementary students in the district. Kindergarten was set at $1.00 and first through sixth grades at $2.00. More classrooms --Authorized initial architectural work on two classroom additions at each of the following schools: East, Enoch and Parowan. Funds for the additions would be provided through the state Emergency Building Fund program for which the district may qualify. --Authorized the hiring of Susan Lee Rex for the Language Arts Department Depart-ment at Cedar Junior High School for the 1978-79 school year. She will replace Lana Johnson who has been granted a leave of absence. --Authorized a one year leave of absence for Janice Jensen of the East Elementary. -Authorized the attendance of Jeanne W. Pensis of Cedar High School to attend the 1978 National English Teachers' Symposium April 28 and 29 in Irvine, Calif, and furtiier authorized the fourth grade classes of South Elementary School to take a three-day field trip to Salt Lake City. -Accepted the resignation of Robert J. Overson from the Board. Mr. Overson is moving out of the geographical areas of the precinct for which he was elected. Mr. Overson was serving as president of the board. The Board elected Klien Rollo to serve as president and Glen Halterman as vice president. utied until alter bidding had been completed and construction was underway. Although the order forbid construction con-struction until an approved order had been issued the department acknowledged that their procedures were not adequate and authorized construction to continue, but refused to give a waiver on compliance to the emission problem, it was indicated. Alternative methods Alternative methods would include possible conversion of oil burning with a controlled source of fuel, a cyclone separator, a bag house, identified by Rowley as an oversized vacuum cleaner; or scrubber, a water emission process.
