Show Agreements Reached foetoeen City-County New cooperative agreements on Fire Department and Jail costs between Cedar City and Iron County were approved by the commission in their meeting last week. "This was a difficult agreement to draft but I feel that this final agreement should be signed by the county," recommended County Attorney. At-torney. James Shumate. The new agreement provides that Cedar City will pay the $15 a day and a $5 booking fee for prisoners arrested under city ordinances. A person arrested under state ordinance when there is no city ordinance will be . imprisoned at county expense. The county will send the city monthly billings which the city will pay 15 days after receipt. After January 1, the agreement states that all prisoners will be held in the county jail at county expense. Shumate said that this was decided because "citizens in the incorporated areas also pay for the jail through their taxes and it should be available for their protection." He said that the county may have to increase the mill ' levy to cover the additional costs to the county. Fire Department $100,000. Emmeneger said that an $80,000 loan has been arranged and that the town would like some help from the county. He said that land for the building has been donated. Commissioners suggested several other types of buildings and agreed that they would consider helping with the building's costs in their new budget. The commission discussed the possibility of moving the old VHF equipment which they are replacing with new UHF equipment in Parowan to Brian Head to improve the television system there. The Brian Head representatives reported that their current television reception service via cable has been unreliable and that the company which owns the system does not intend to improve it. . Commissioner James Clark suggested that the town build an approximately 10 ft. sq. building for the equipment. He suggested that the group meet with television expert Doug Nielson who has been helping the county upgrade the Parowan reception site, the next time that he meets with the commission. The commission approved the rezoning of a two ft. by 25 ft. strip of land in Cedar Canyon for a sign ad vertising Brian Head. The town's representatives said that they would also ' like a sign on the Panguitch Lake Rd. Emenegger reported that the town's master plan was progressing and was in stage three of six stages. He said that once the plan is completed com-pleted that it will be enforced. A public session with specialists from the Army Corps of Engineers was held last week to discuss the proposed Coal Creek Flood Control Project. The Corps' will investigate the various potential impacts on the environment to devise the best solution for the flood area. A firm directed by Ralph Watson locally will investigate the various impacts including esthetic, archaeological, ar-chaeological, aquatic life, small game, etc. They expect to complete their study by mid August. The engineers said that up to a two million dollar project could be funded without Congressional approval. Iron County Commission Chairman Gran Seaman and Cedar City Chamber of Commerce President Harold Hiskey were pleased with the Corps' concern that a solution to the flood area was being investigated. An agreement in which the county will pay 40 percent of the Fire Department's budget and Cedar City will pay 60 percent was passed by the commission. Shumate said that Fire Chief David Bentley had determined his costs and that the percentages reflect the number of runs made and their costs. He said that Bentley had considered the fact that runs in the county are usually longer and harder on the equipment because they are farther from the station. He also reported that Bentley said that the fires in the county are more difficult to fight because of the lack of available water and other factors. Under the new agreement the city will budget for the entire Fire Department program and the county will reimburse them on or before March 31. A committee of one councilman, one county commissioner com-missioner and the Fire Chief will formulate the budget for the department depart-ment each year and final approval will be necessary from the city council and commission. The agreement is initially for a three year period. County Clerk Clair Hulet said that the county has only paid for its runs in the past and given some ' funding with the city for equipment. Shumate suggested that the commission com-mission consider passing an ordinance or-dinance to establish the position of County Fire Chief. Brian Head The commission met with Mayor Rex Emmeneger, Fire Chief Steve Lutz and Councilman Dutch Deut-chlander Deut-chlander of Brian Head.
