Show West Bountiful RDA considers protects By PAUL CHALLIS WEST BOUNTIFUL-The West Bountiful City Council, wearing its hat as the Redevelopment Agency Board, recently reviewed a rough draft of an agreement governing 25 acres of land being developed for commercial purposes. ShopKo occupies about 10 of the total 25 acres designated as part of the redevelopment district in West Bountiful City and Bountiful. According Ac-cording to West Bountiful Mayor Carl M. Johnson, 85 percent of the land being developed is in West Bountiful with 15 percent in Bountiful. Boun-tiful. The agreement being worked on will be signed by Bountiful, West Bountiful and Sky Properties, the commercial developer, once all the bugs are worked out and all parties are satisfied with it. "We are really pleased with the main anchor of the development, ShopKo and believe it will be a worthwhile addition for our residents,' ' Johnson said. ' 'We believe the redevelopment district is a positive tool in boosting the economic base of our city." Johnson said he sees the RDA as a "master developer" controlled by formal public policy offering private enterprise incentives to build in a certain area so all parties can benefit. ShopKo is in the finishing up stages of its new store in Davis County; and Johnson, when asked why the agreement hasn't been finalized yet, said, "It is like the cart before the horse. But ShopKo had a building permit and has proceeded. pro-ceeded. Plans for the remaining acreage haven't been finalized." Attorneys for West : Bountiful are currently reviewing I the legal terms and obligations in the contract, which deals with all ; aspects from water drainage to : easements. The city codes and ordinances or-dinances will be followed in the agreement of the RDA, according to officials. "I think we should go on the track that we are on Councilman Bruce Talbot said.
