Shields, to the provision of the inheritance tax law that requires the opening of safety deposit de-posit boxes of deceased persons in the presence of a representative of the state legal department. Banks are compelled under the -law, Mr. Shields said, to notify the state of the opening of such boxes, and if they do not they become liable to punishment with those who open the boxes.
