I p If J . m im Hi SIILLEB H Navy Department Answers Appeals for Releasing Sailors From Duty. (Chicago Tribune Special Service.) "WASHINGTON, May 21.. The war not being actually over, nor American fighting fight-ing forces ail brought home from Europe, the navy department lias had to speak out with some emphasis to stem the tide of appeals to members of congress from parents of sailors who want to get their sons out of tlie naval service. Senators and congressmen aro being urged by telegraph and letter every day to aid in effecting the discharge of young men who hu e served their country in the navy and whose parents think' they have done enough. It is not possible for the navy to release re-lease many more of its personnel under present conditions, a nd, to aid congressmen congress-men In answering letters on this subject from their constituents. Captain U. H. Leigh, acting chief of tlie bureau of navigation, navi-gation, has prepared b memorandum to show the navy's present urgent need for men. "To date," the statement says, "the bureau has released 1 1'U.f'OO members of the naval reserve force and 0 i,0U0 regular regu-lar navy mn. "In addition to the total already released, re-leased, the bureau has direct d the release re-lease of 3 per cent a mont h of men on board of .ships of the navy, and 1 per cent a month of men on shore duty; further, fur-ther, this monthly 3 per cent of releaws for ships lias been incensed to 6 per cent for the months of May and June.
