STUDENT ACCUSED OF WHOLESALE THEFTS SAN FRANCISCO, March 8. Richard Palmer, 21 years ok, who said he was a graduate of the University of Florida, was under arrest here today, charred with burglary. Palmer was captured last night after he had led police and house detectives on a chase through the lobby and ballroom of a fashionable hotel.
