Under the consortium agreement, five percent of the cost of administering the program, or $500,000 to $800,000 is added to the total funding. THE agreement provides for one central administrative office, one grant and one state policy to handle the CETA program. This funding provides work training programs for low income people. The agreement signed by the county commissioners on Tuesday simply updated the consortium contract that has been signed in the past. Mr. Spindler said the state office has no indication that any of the other counties which include Salt Lake, Weber and Utah, want to change the anangement. If one county should pull out, the agreement would dissolve. THOUGH Davis County Commissioners were in agreement in signing the CETA CE-TA contract with the state, they questioned whether the tri-county agreement with the Wasatch North Manpower Division, which administers the CETA program in Davis, Weber and Morgan counties, should not be terminated. Commissioner Wendell Zaugg, who sits as a member of that commission, said he feels the advisory board spends too much time "has-seling "has-seling through problems" that pertain only to Weber County. HE suggested the possibility pos-sibility that Davis County withdraw from the tri-county agreement and set up a separate agency to administer ad-minister county CETA funds. Mr. Spindler recommended that, if the county decides to split from the tri-county organization, or-ganization, they wait until the 1978 fiscal year which begins next October. HE SAID it would be bad timing to withdraw now since it would be difficult to set up a funding organization by Oct. 1 of this year. If the county should decide to go with their own CETA program, Mr. Spindler said they would have to set up a staff to handle contracts, coordinate and monitor the program. He anticipated thai a four member staff would be necessary to administer the program. COMMISSIONER C. E. Moss said he wasn't sure the county should withdraw from the tri-county organization because they had been treated fair. Commissioner Zaugg said he suggested the change since the commission was "heavily weighted in favor of Weber County." Mr. Spindler said, if Davis County splits from the group, he would be concerned in the area of job development. He said the two major employers in the tri-county area are Hill Field and the Freeport Center. Although both are within the borders of Davis County, these employment centers might become a battleground between Davis and Weber CFTA personnel who were seeking jobs for residents in their own county. MR. SPINDLER said, in any event, he would not recommend that the county dissolve the tri-county partnership part-nership until next year. |
