Show uu Federal Bureau of Auto Registration: WASHINGTON. April 10. The establishment es-tablishment of a federal registration bureau in the department of justice, with registrars in each state to certify transfers of passenger cars, trucks, airplanes and motorcycles, and prevent pre-vent the theft of motor lehicles. would be provided by a bill introduced by Congressman Harrold this week in the house of representatives. The bill would establish a bureau with a sum of $50,000, and would give i' authority over automobiles, automobile automo-bile trucks, automobile wagons, motorcycles, motor-cycles, motor boats, airplanes or any self-propelled vehicles not designed foV running on rails. The registrars in each state would be appointed by the attorney general, and would receive applications for and Issue certificates of ownership describing the motor vehicles ve-hicles as sold within each state. Th'j would Issue new certificates of ownership owner-ship when the vehicles would be resold. re-sold. The owner of the vehicle transferring trans-ferring it by gale or otherwise, would be obliged to use a duplicate bill of sale, describing the vehicle sold, giving giv-ing the engine number, the car number num-ber and other distinguishing marks, the duplicate being mailed promptly to the federal motor registrar in the state. Upon receiving copy of the bill of sale, the registrar would Issue a certificate cer-tificate of ownership to the bureau. This bill would not apply to sales made by manufacturers of motor vehicles ve-hicles to dealers when they are pur chased for the purpose of re-sale to the consumer. The registrar would 'collect ?2 from the person .ellui?: 'he I car or from the person buying It as compensation for Uie Issuance of cer-1 cer-1 tifiCritc of ownership. The $2 would !be the pay the registrar would ltsceivo for his service. A clause provides that if the fees are more than 53000 for. the calendar year, the surplus would he ipaid into tho treasury of the United States.
