BEAVER COUNTY in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252), hereby notifies all bidders that it will affirmatively af-firmatively insure that the contract entered into pursuant pur-suant to this advertisement will be awarded to the lowest responsive bidder without discrimination on grounds of race, color, or national origin. 6. The successful bidder will be required to comply with all applicable Federal labor laws, including the minimum wage rate schedule or decision of the U.S. Department of Labor. 7. Prequalification of bidders is not specifically required, however, bidders and contractors please take notice that experience in this type of construction will be duly considered and may be a factor in the award of bid and contract. 8. The attention of bidders is directed to tne special conditions covering subletting or assigning the contract and also to the provisions for participating in joint ventures. 9. A contractor having 50 or more employees who may be awarded a contract of $50,000 or more and subcontractors sub-contractors having 50 or more employees who may be awarded a subcontract of $50,000 or more will, within 120 days from the contract commencement, be required to develop a written affirmative af-firmative action compliance program for each of its estab'lishments. 10. A CERTIFICATION OF NONSEGREGATED FACILITIES must be submitted prior to the award of a federally assisted construction contract exceeding ex-ceeding $10,000 which is not exempt from the provisions of the equal opportunity clause. 11. Contractors receiving federally assisted construction con-struction contract awards exceeding $10,000 which are not exempt from the provisions of the equal opportunity op-portunity clause will be required to provide for the forwarding of the following notices to the prospective subcontractors for supplies and construction contracts where the subcontracts exceed $10,000 and are not exempt from the provisions of the equal opportunity clause. Sealed bids will be received by the BEAVER COUNTY COMMISSION, at the County Clerk's Office, Beaver, Utah, until 2:00 o'clock p.m., December 16, 1977, for the following described work: This project consists of furnishing all labor, material and equipment as required to construct a 60' x 100' metal building to house an exhibit area, concession stand, rest room facilities and livestock viewing area ; construction of a rodeo arena and holding pens, including all fencing, panels, chutes, gates and announcers an-nouncers stand; construction con-struction of a 1,000 seat capacity grand stand and judges stand; and construction con-struction of raceway fencing. fen-cing. All site grading except for structural excavation will be accomplished by county forces. 2. Proposals will be publicly opened and read aloud at or about the hour of 2:00 o'clock p.m., on December 16, 1977, by the Beaver County Commission in their chambers at the County Courthouse, Beaver, Utah. 3. Instructions to bidders, specifications, plans, form of contract and bonds may be obtained at the Office of BULLOCH BROS. ENGINEERING, INC., Designated project engineer for Beaver County, 62 North 300 East, Cedar City, Utah 84720. 4. BEAVER COUNTY in accordance with the 1977 amendment to the Public Works Employment Act (LPW), Section 106 (f) (2) must assure the Secretary of Commerce that at least ten percent of the amount of the EDA-LPW grant in aid shall be expended for minority business enterprises. For the purpose of this paragraph, the term minority business enterprise means a business at least 50 percentum c 'which is owned by minority group members or, in case of a publicly owned business, at least 51 percentum of the stock of which is owned by minority group members.
