R Mabey, Utah Administrator Administra-tor for the War Savings Campaign today pointed to figures indicating that Utahns, through purchases of War Bonds and Stamps, were striving for a record that would keep war financing on a voluntary basis. Former Governor Mabey cited figures reported by D. "The surest means of achieving this goal Is through the Payroll Allotment Plan, authorizing the employer to deduct at least 10 per cent of the employee's pay each payday, which Is credited to the employee for the purchase of War Bonds when a sufficient amount has been collected," Mr. Mabey added. ad-ded.
