Show INCLINED TO CREDIT REPORT OF BELGIAN SECURITY COMPACT (Chicago Tribune Special Service.) "WASHINGTON, Sept. 6. The report from abroad that Belgium's security is to be guaranteed against German aggression by the United States and Great Britain, although unconfirmed by the state department depart-ment here, is believed in diplomatic quarters quar-ters to be true. Knowledge of such an arrangement or projected guarantee is not in the possession posses-sion of the state department, according to Acting Secretary Phillips. Mr. Phillips, when asked today concerning concern-ing the report, replied: " ni!ver heard of it." Diplomatic circles here,- however, are understood generally to accept the report at its face value, recalling that some weeks apo a ministerial utterance in the Belgian parliament carried an intimation to the same practical effect, it being then indicated, however, thn t France, also, would he a party to the agreement, as I the protection of Belgium was tantamount : to the protection of France, and an attack li lion Belgium would be regarded by the I French government as a forerunner of an attack upon France, i President Wilson, bo far as is known, ; has not informed the foreign relations ' rommitme of the senate of any such prosper' live pact.
