Show GERMANY COOKS OP NEAT JJTTLE FLAN Austrian Historian Tells of Future of Serbia and Montenegro. (Correspondence of the Associated Press.) AMSTERDAM, Jan. 15. What Serbia and Montenegro have to expect from a victorious Germany is indicated in an article ar-ticle published in the German papers from the pen of the Austrian historian, Fro-fesscr Fro-fesscr Heinrich Friedjung. He says: It will be the duty of the victor to consider carefully the good of the Serbian peopie. and not make them pay tor the sins of their king and his advisers. The uniting of Serbia with Austria-Hungary will fulfill -the desires de-sires of the Serbians for national unTty. Serbia would be closely bound to Austria-Hungary by economic ties. In this way the Serbian people would emerge from the struggle victors, in spite of their terrible sufferings. The house of Hapsburg will give bet ter guarantees for the prosperous development of the Serhian people than their own dynasty, which is responsible, re-sponsible, for all their troubles. If Serbia kept her army and her independence, inde-pendence, she would be used as a tool by fanatios. supported by Fngllsh, French or Russian money. But Incorporated In-corporated in the Austrian empire, only small earrisons will be necessrv. Austria will aliow Serbia to export her products northward free of duty. The foolish policy of tariff wars against small" neighbors must be abandoned. If the Serbian peasant docs not have his son taken 'away for military service, and if. he can export ex-port the products of his soil to Austria, Aus-tria, he will be in a very favorable position. It would be a criminal error to unite Montenegro and Serbia. Montenegro Monte-negro could be allowed her independence.- with precautions. Obviously Mount Lovi-en cannot be given back to her. . Fne.my statesmen"make line speeches about small nations being allowed to decide their own fate. But at the end of the war the great i states will make use . of , the littles ones in payment of their indemnities. Austria and Bulgaria will decide upon the future of the Balkans. In sren-. sren-. r.ral there will be little change from the present position. |
