Show PROMISING OFFICES IS FORM OF BRIBERY Kansas Supreme Court Holds Mayor Is Disqualified Because of Agreements Made to Secure Election. TOPEKA, Kan., Dec. 9. O. S. Gibson, Gib-son, mayor of Arkansas City, -was removed re-moved from office and the place given to C. N. Hunt, his opponent m the election elec-tion last spring, by a ruling of the Kansas Kan-sas supreme court today in quo warranto war-ranto proceedings started by Hunt. The court held that promising a man an appointment, either directly or through others, for active political work just preceding an election, practically is 'bribery.' According to the testimony on which the opinion was based, Gibson promised directly and through friends the appointments ap-pointments of police judge, chief of police po-lice and other offices if he should bo elected. The prospective appointees got out and solicited votes among their friends for Gibson, the opinion sets forth. |
