Show Council set to raise taxes as collection rate drops by CHRISTOPHER SMART Record staff writer The Park City Council is prepared to increase its mill levy by 1.62 mills in the wake of a low tax collection rate. It expects to raise $1.83 million in property taxes for its proposed $8.8 million 1985-86 Operating Budget. A public hearing on the city's budget is set for today, June 6, at 5 p.m. in the Marsac Municipal Building. The council was informed last week by Summit County Assessor ' Leo Frazier the property tax collection rate in Park City has dipped to 74 percent. The council had set its budget based on last year's collection rate of 86 percent, according to City Manager Arlene Loble. In an earlier budget session, the council determined it would raise property taxes by two mills, the equivalent of $213,000, to fund park improvements and maintenance. The city's total mill levy, 17.19, is less than a two mill increase over last year's levy of 15.57 mills largely because the city's bonded indebted ness has decreased this year, Loble said. The assessed valuation of Park City property is about $142 million, according to Frazier. By levying 17.19 mills, the city expects to collect about $1.8 million. Other revenue sources for the upcoming fiscal year include an estimated $1 million in general sales tax, about $735,000 in Resort Cities Sales Tax revenues and $480,000 in franchise tax funds. Fees collected from building permits and other construction-related construction-related permits will bring about $547,000 to the city. Other revenue sources include.service charges, recreation fees, fines and forfeitures. The Operating Budget as outlined includes expenditures of about $943,000 under the heading of general government. Among the items listed there are $192,000 for legal services, $320,000 for finance personnel, $l25,000fortheChamber Bureau and $8,732 for KPCW radio. The budget lists $807,000 to be spent by the city's Community Development department. That category cate-gory lists $218,000 for engineering, $238,000 for planning and $351,000 to be spent on building inspection. The municipality's Public Safety budget includes $736,000 for the Park City Police Department, $182,000 for communications, $33,000 for the Fire District and $11,000 for the Holy Cross Ambulance Ambu-lance Service. Public Safety totals expenditures of $964,000. Other notable expenditures include in-clude $502,000 for building maintenance, mainte-nance, $1.4 million in Public Works and $695,000 in Leisure Services, which includes Recreation, library and Parks and Cemetery. The Transportation Department is slated to spend $828,000 in the upcoming fiscal year. The transportation transpor-tation budget lists personnel expenditures expen-ditures at $380,000 and $223,000 for services among other items. And the water department is budgeted to spend about $1.3 million in the next year. Listed is $166,000 for debt service, $104,000 for services and $155,000 in personnel expenses. The council is expected to adopt the budget June 13. i |
