Show the requirement of state law regarding notification. At the same meeting, the Council will also consider a request for the increase of the city's water and sewer rates for 1978-79. The proposed budget is for $1,880,143 in the General Fund and $388,350 in the Utility Fund. The proposed expenditures include Federal Revenue Sharing Funds of approximately $220,000 and Federal Anti-Recession Funds of approximately $20,000. In other action the city approved several zoning changes, as recommended by the Planning and Zoning Commission, as follows: - 300 West, from 200 to 400 South from R-2 to R-3; 940 West to Freeway, 400 to 600 South, from RA-1 to R-2; and BOO West to Freeway, 600 South to Interchange, In-terchange, from RA-1 to R-l. A proposal that was expected to be presented at the meeting for reorganization of the city administration ad-ministration to create a half-day mayor position was deleted from the adgenda. It was indicated by Embley that it is the intent of the Council, at this time, to keep the mayor's position as part-time as presently constituted. Authorization to hold a special election for two water bonds was approved at the meeting of the Cedar City Council Thursday evening. The Council set Tuesday, July 25 for the bond election at which the city will ask for authorization for the bonds in the total amount of $3.2 million. Of that amount $2.2 million is slated to be revenue bonds and the additional $1 million will be general obligation bonds. Requirements of the election make it necessary to vote on each issue separate since a separate method of payment is required, according to Mike Embley, City manager. He indicated that the revenue bond will be used, if approved, ap-proved, to acquire water facilities and land, for fiscal advisors, . engineering and legal fees, as well as for building bond reserve funds. The bonds would be paid back over a 25-year period exclusevely from revenues derived from the operation of the city water department. The General Obligation bonds are also scheduled to be paid back over a 25 year period but with funding to come from other sources other than the sale of culinary water. Request for Funds A request for $250 to assist Sky West with legal fees on a request pending before the Civil Aeronautics Board, was taken under advisement by the Council. The Council was told that Utah Agencies has Indicated that they will match funds from the communities com-munities served by Sky West to help meet the legal fees for the case before the CAB. Oral arguments on the case are slated for June 28. It was indicated that the case deals, with subsidies for small comrrutor airlines and if approved would make it possible for Sky West to acquire larger aircraft for more efficient service. Cedar City Council has earlier provided financial assistance to the St. George based airlines for similar legal assistance.
