Show MX Board details money procedures BEAVER - The Four County MX Policy Board is in the process of putting together a set of detailed money-managment money-managment procedures in order to meet requirements of federal audits in coming years. Policy Board Coordinator Ralph Starr made that announcement at the group's monthly meeting in Beaver Mar. 26. Assistant Coordinator Phil Robison then distributed the first two sets of procedures lor purchasing and accounting and travel to ihe Policy Board, which approved them. "We will have to survive an audit soon." said Starr. "They'll probably be gentle with us in Fiscal Year 1980, since wearenewat it, but watch out in 1981." Robison, who is developing the procedures, said the new computerized system will save the board money over Ihe present manual method. Robinson estimated the probable computer costs at approximately $124 a month. The policy board expects to receive its first I iscal year 1981 check within the next month, and Starr said he wants the new accounting procedures to be approved ap-proved and in place before the check arrives. The board plans on keeping FY 1981 lunds separate lom the still-being-expended 1980 funds. "We'll put the 1981 money right into the better system," said Starr. "In coming up with these procedures, we have borrowed from several different dif-ferent entities," said Robinson. "We feel we have the best of all systems here." The board approved both sets of procedures presented. An amendment was attached to the purchasing procedure establishing a $2,000 limit on a purchasing agent's single item expenditure, ex-penditure, and a $5,000 limit on single item purchases that can be made by the coordinator. Any purchases over that amount must le approved by the policy board. Members of l.i special citizens' advisory ad-visory committees were also announced. The groups, headed up by Policy Board members, are expected to provide additional input to the board's decision-making process. Members Irom Iron County, and their respective committees include W. Dallin Gardner, Cedar City, Rapid Large Scale Growth; Curtis Johnson, Cedar City, Manpower and Employment; Em-ployment; Gail Duncan, Cedar City, Health and Social Services; Foyer Olsen, Cedar City, Land Use and Rights; Bruce Osborne, Cedar City, Recreation; Ralph Piatt, Cedar City, Water Resources; Gayle Wood, Parowan, Agriculture; James Bowns, Cedar City, Wildlife Resources; Gary Tom. Cedar City, Native Americans; and David Bentley, Cedar Citj. Public Saletv. Iron County Commissioner James L. Clark will chair the Energy and Non-Renewable Non-Renewable Resources Committee. Cedar City Mayor Jack Sawyers will head up the Geology and Minerals Committee, and School Board Member Stephen Adams will be the chairman of the Cultural Resources Committee. In other business, the board - - Approved language lor a bill to be submitted to Congress lor MX impact aid to the area during FY 82. Starr said the current strategy calls for getting the measure attached to the "authorization package lor the entire system. " but added that "This might change." - Approved $40,000 to le expended lor a Phase II impact study in the Delta area. Such a study has already been conducted al Ihe proposed Milford operating base site. Once again turned down appeals Irom various governmental entities to join and have voting privileges on the Policy Board. The most recent request came Irom the Wasatch Regional Council and Washington and Tooele counties. The Policy Board plans to dealt a resolution stating that until site specific data is available, additional memberships to the Policy Board will not he considered. |
