Show BIG INCREASES ARE 11 IN ARMY BILL Senate Committee Adds a Large Sum to Total of Appropriations. By International News Scrvu-e. WASHINGTON, July 3. The senate military committee, after adding $148,-20."j,000 $148,-20."j,000 to the !hill for the support of the army as it passed the house today, reported re-ported It to the senate. The measure carries a total of $330,598,000, which makes it the largest army bill ever reported to either house of congress. The heavy increases, members of the committee said, were made necessary by the reorganization of the regular army, the federalization of the national guard and the imperative necessity of equipment equip-ment for both forces In connection with Mexico. The bill makes provision for a year for the regular a rmy, but only six months for the national guard, on a basis of 240,-U00 240,-U00 men. There are several Important matters of new legislation inserted in the bill. The most important of these gives the president, presi-dent, "in time of war or when war is imminent," power to "take possession and assume control of any system or systems of transportation." ' He is empowered also to use them, to the exclusion of all other traffic, for transportation of troops, war material or equipment. Under similar conditions, the secretary of war is authorized io secure the services of such persons, whether in the military senvice or not, as may seem necessary for the efficient organization of the quartermaster's quar-termaster's department, t lie transportation transporta-tion of troops, the gathering, movement and distribution of supplies, and the orderly or-derly operation of all the functions of that department. The manufacture of small arms was reduced re-duced from $5,000,000, appropriated by the house, to $2,200,000, on the ground that there are already 770,000 of these rifles and more are not needed now.
