Show House Will Agree to Adjourn if the Senate Makes Certain Specific Statements. RECIPROCITY BILIi IS LIKELY TO BE PASSED Direct Election of United States Senators May Also Get Through Senate. Willi the prospect of a session of congress oJ' indefinite in-definite length in sight aud hoi weather weath-er already here, members of both branches arc trying to find ways and means to break with tho greatest possible- caso the deadlock between tho houeo and senate, which they fear will characterize tho end o any session iu which ono llouso iS controlled by tho Republicans and the other by the Democrats. Dem-ocrats. Witli this .situation iu view the Democratic leaders in the house fcavo already framed tentative terms upon which they .wiU accept a recess or adjournment o this session before all tho work done in tho house is passed upon by the senate. Tho house leaders sav they will not permit this congress to tak'o a recess or adjourn until tho senate officially notifies it that if; will not consider such legislation legisla-tion as maybc left over at'that time, all of which must bo spccifieuHy named. It is- virtually assured that this session ses-sion of congress will not be wholly devoid de-void of reults. Tho scnato will pass within a reasonable time tho resolution carrying a constitutional umcaulmcnt providing for the direct election of United States senators. Reciprocity to Pass. There will certainly be a vote, in the senate on tho reciprocity bill with the chances iu favor of its passage. Recent polls of tho senate place the number ot senators favorable to reciprocity reci-procity at forty-scvon to forty-two against. The Republicans for the bill aro said to bo Brown, Burton, Crane, L'ullom, Kcnyon, Lodge, Lorimcr, Penrose, Pen-rose, Poindexter, Hoot, Works. The Democrats said to bo against it are Bailey, Simmons and Poster, with Chamberlain uncertain. A bitter fight is being made on tho bill from many sources and some votes may yet bo changed. When tho senate will take up the Democrats amendments to the campaign cam-paign publicity bill, which provides for the publication of receipts and expenditures expen-ditures before as well as aftor election, remains to bo demonstrated. The old senate passed on this subject a year and a half ago and struck out the provision calling -for publication beforo election, but there is some demand de-mand for the now amendment at this timo and the bill may be acted upon bjefore tho nest election, at least. The Statehood Bills. There is oven a stronger demand for ,actiou on the statehood bills for Arizona Ari-zona and New Mexico and both Republicans Repub-licans and Democrats arc working hard to find a solution of tho difficulties Taised by objections to tho Arizona constitution, which calls for the recall re-call of judges. Tho house will act. on thin measure beyond question and the progressive Democrats and Republicans iil tho scnato will line up behind the bill when it reaches the senate. Whether Wheth-er any other legislation will be acted upon at this session by tho senate is questionable except as to the apportionment appor-tionment bill passed by tho house recently. re-cently. The senato has rarely, hitherto, questioned tho action of the houso on legislation of this character. In tho last congress the apportionment apportion-ment bill was defeated on the last day of the session, owing to an objection by Senator Root of New York. The house having reiterated its judgment by passing pass-ing the same bill over again, it 'is said the scnato will now act favorably. Another item which is of countrywide country-wide importance and which relates to the senate alone is the Lorimor case. It is still uncertain at this time whether tho senato will order a reinvestigation of tho election of the Illinois senator. Those senators who genuinely regard the honpr of tho senate arc determined that this time there shall be no halfhearted half-hearted investigation of the election of tho Illinois senator and that there shall corao out of any othor inquiry some well I defined rules relating to future elections elec-tions of senators by corrupt practices. |
