All protests and objections to the carrying carry-ing out of such intention must be presented pre-sented in writing, stating therein lot and block, or description of property, lo the city recorder on or before the 12th dav of September, 1010. being the time set by raid council when it will hear and consider con-sider such protests and objections as may j be made thereto.
