Show 18 TEST OUTLET PIPE DUE WEEK FROM TODAY This Is Decision of Board of Public Works in the Sewage Sew-age Matter. ! The outlet pipe for the now west side sewage S3"stcm is to bo tested Sat-urday Sat-urday afternoon, December 2G. In response re-sponse to the council's resolution of two weeks ago, directing tho board of public pub-lic works to give the Campbell Building Build-ing companj' two days' notico to employ a sufficient force of men to stop the leaks in the pipe or forfeit its contract to tho city, the board Friday evening decided to order the contractor to be ready to make the final test on that date. The council s resolution came perilously peri-lously near receiving a far different consideration And answer, however. Tt was only after a communication setting set-ting out that the board considered the pipe ready for tho test and turning it over to the council had beeu seriously considered, and finally consigned to the waste basket, that the lest was decided on. The council will bo invited to be present. Two or three members of the board rather favored the city's connecting up with and pumping water through the pipe, at tho contratcor's request, under the building company's waiver of its rights under the contract, but with the recollectiou of the city attorney's opinion to the effect that such action might constitute uu acceptance of tho work boforo it was tested, this proposition proposi-tion was dropped. Ton leaks in tho pipe liavo beeu slopped in as many daj's, it was said, but three still remain uuealked, from which a half-million gallons of wator escape daily. Tho contractor's efforts now are directed towards stopping these leaks. Tho force and volume of the leaks have washed away part of the back fill and flooded the earth for several yards in some places. Louis A.
