Show BAD COUNTY MANAGEMENT. ' Wo trust that taxpayers are reading the facts given daily by The Tribune on the mismanagement of county affairs. We have heretofore referred to specific points of badness, as the favoritism to certain houses, Mormon,' in the purchase pur-chase of supplies, and the boycott of tho leading Gentile business houses in orders or-ders for supplies; the extraordinary deficit de-ficit of upwards of eighteen thousand dollars in the Sheriff's office, and of upwards up-wards of four thousand dollars in tho Recorder's olfice, an office that ought to be paying a round sum annually Into the public treasury, as lt is one of the largely remunerative ofilces of the county. The blame for all these deficits, all this favoritism, Is unquestionably with the County Commissioners, who have full power over all the ofilces, and control con-trol of all the county's affairs; they should not have allowed such glaring evils to exist. The poor account also shows shameful abuses, which have been detailed from day to day, and which show extreme selfishness and recklessness of management, man-agement, and some Instances of apparent appa-rent diversion of public property that clearly call for explanations. The payment of five days' time to employees em-ployees In a month, in lieu of vacations, making the month consist of thirty-five working days, is clearly an Imposition on the tax-payers, if not a fraud in law, as it may well be. The passing of vouchers on bills that are not Itemized Is a clear violation of the law. It must be'an intentional violation, vio-lation, too; for on the' back of the very vouchers that carry payments not Itemized, Item-ized, is plainly printed the requirement of law that all bills must be Itemized, and expressly. declaring their payment otherwise to be Illegal. Yet. as The Tribune has shown, nearly twenty-five thousand dollars in amount of unltem-ized unltem-ized bills are paid each year. xne taxpayers must see that a change, radical and complete, is necessary neces-sary In the transaction of the county's business. They can easily see, also, that it would be no change at all to elect the Democratic candidates for Commissioners. Commission-ers. For, they would bo under precisely precise-ly the same dominance that has led to such evil results in the present Board. The church politicians would be In control con-trol with the Democrats, Just as they aro with the Republicans; those politicians politi-cians for the church fixed up the nominations nomi-nations of both parties so that they would be in control whichever set of candidates were elected. The candidates of these parties themselves them-selves are not men of such business capacity ca-pacity as to insure confidence In their management. They are not such men as any business man would put in charge of such extensive business interests in-terests a3 those of this county, were they his own. On the other hand the American party candidates are such men; Mr. McMillan Mc-Millan is used to handling large affairs as well as all the details connected with them; any business man would entrust to him confidently his affairs, however extensive, in full knowledge that they would be well cared for. Mr. Bourgard of Bingham is also worthy of every confidence con-fidence In the same way. The taxpayers cannot fall to see that their Interests lie In electing the American Amer-ican candidates for County Commissioners. Commis-sioners. Nay, their Interests Imperatively Impera-tively require that those candidates be elected. We pass the case up to the voters, confident that they will see the absolute need of the change pointed out. |
