Show Morgan Sends an Open Letter to Hay Accuse9 Secretary of State With Drawing an Imperfect Treaty With Panama. WASHINGTON, Oct. 29. Senator Morgan of Alabama, In an open letter to Secretary Hay, accuses that otllcial of drawing an Imperfect treaty With Panama and of having "sneaked out" of negotiations for the Nlcaraguan route. The letter Is Intended as a reply re-ply to the Secretary's recent speech In New Y'ork After stating that no apology apol-ogy is due from any Senator who voted against the ratification of the Hay-Bunau Hay-Bunau Varllla treaty for addressing tho Secretary through the press, because of the fact that the Secretary In his speech had assailed such Senators, Senator Morgan says: What Disturbs Country.
