Show Letter Coming On Layton Library By TOM BUSSELBERG CLEARFIELD - A "more definitive" letter outlining Layton library projections will be sent to Layton city and library board officials. THAT DECISION was made in the form of a motion during the Davis County Library Board's regular monthly meeting Tuesday. The county commission has already written writ-ten a letter, dated April 9, to Layton officials stipulating the city would receive a library, but gave no specifics. And while the city will indeed in-deed get a library, it probably won't be for three or four years because of previous funding commitments. Board Chairman Evan Whitesides said, "At least by 1981 we can plan for it to be in the planning stage. Within two to three years we could build." FUNDING MOST likely will come from a mill levy currently being used to pay for courthouse and jail additions. addi-tions. But while money for those projects will not be needed after this year, certain conditions prevent immediate switching of funds for the library. Commissioner Morris Swapp said. "As I understand it the jail by law must come off (mill levy funding) according to the way the law is written. The courthouse doesn't have to. But Commissioner (Glen) Flint said he'd like to keep (the levy) off at least one year before reassessment." With figuring for the 1980 budget to start in August, that would mean monies couldn't be appropriated until August of 1980 for use during the 1981 fiscal year. THE AMOUNT of funding per year could vary from one mill over three years, generating about $1 million, or three mills in one year, he said. "But I feel if we do as we are with the jail and courthouse we would build as quickly as possible. "We have a firm commit-ment commit-ment from the mayor (Glen Shields). They will provide a sue for us," he said. 'There's no clarification as to who will choose the site. It will have to be between the commission and the city."
