of agriculture declaring that efforts are being made to divert attention from the deficiencies of the system itself to the thieving setles of a few unworthy officials and setting forth demand sto be made on congress to reform coq dUons the statement follows the members of the association have been apprised through the public press irom day to day ot tha wark dona by the officers 0 the assouta ass octa tion at washington As a result of their charges the ot the reports of department of agriculture relating to the cotton crop has been fully disclosed and the of that department under its present bead had been made evident following these exposures efforts are now being made to divert public attention from the main issue which iq the imperfections of the department toward an attempted ot anybody who can be found as a goat their punishment even if t Is accomplished is of secondary lepor tance as compared with the reformation of the system which hag made their performances possible and the purpose of this addresses to secure the operation cooperation co of the members of tha association in influencing in every legitimate way a reformation of the system and a of the department the membership of this association numbering nearly one million includes the producers of the most valuable product 0 american agriculture the cotton crop of the united states and its products byproducts by is worth between and annually it furnishes two thirds of our annual trade balance and in its production and manufacture employs many million individuals ap other product of the united states is of greater or of equal importance the practical monopoly of cotton which america enjoys and the narrow balance which has existed for years between sufficiency and scarcity in alie worlds cotton supply render th cotton market peculiarly and acutely susceptible cep tible to the reports of the department of agriculture regarding the condition and prospects of the cotton crop under the present circumstances a great duty devolves upon the members of the association are less concerned with what has beyn dona by a few individuals and the consequences thereof regrettable as they may be than with such reformation of departmental methods as shall secure tor us just and accurate reports in future in abs tbs system at present in eosue and which promises to be undisturbed unless public attention shall be aroused to need of reform the reports issued by the 0 agriculture are in their last analysis simply the individual opinion of a few of doubtful experience and honor by which the valure 0 the cotton crop may be and has been affected as much at in a single day no such power should bo delegated to any individual or statistical board except under conditions which guarantee the mot incorruptible expert and intelligent opinion arrived at by the application of the most scientific methods and by the most scientific precautions it is therefore urgently recommended to the of the southern cotton association that through their representations in congress and by aery other means available to them they exert their influence and the association toward securing ate immediate reorganization of the agricultural department especially wath reference to its reports on the colton report and that their representatives in con gross be requested specifically to de the establishment within tha apartment part ment of agriculture a bureau to ba known as the cotton bureau charged solely with the duty of reporting on tha cotton crop and all matters concerning that staple 2 the appointment as the head ol 01 that bureau at an adequate salary ol 01 a man whose reputation and antecedents shall be beyond reproach and whose familiarity with cotton cultivation shall be an additional guarantee of his fitness 3 an organization 01 the bureau 1 so established upon thoroughly scientific lines as will insure no possible bias in favor ot either buyer or seller or producer or manufacturer can be presupposed or asserted 4 the passage ot a law that will be more in its scope and under which government employed emp loyes can ba prosecuted for giving away or selling valuable information as has been done in the statistical bureau we have no doubt of tho zeal of the officers ot the department but it seems to be ag misdirected in this crisis as it was in the antecedent period all the powers and influence of the department of the lawyers and of every man of the government seems to be da voted to the attempt to dragnet a los of irresponsible speculators
