Show City comm ittee gives findings to Council A fact-finding committee, composed of five Cedar City Corporation employees, em-ployees, has made recommendations to the City Council concerning policeman and cartoonist Craig Holyoak. The recommendations and a letter to Holyoak were released to the press the morning of May 13, and were not available at press time last week. The committee was called by Cedar City Manager Joe Melling in an attempt to gain input before making a decision concerning Sergeant Holyoak's grievance over an order by Chief Douglas Bolton telling him to discontinue discon-tinue publishing political cartoons or put his job in jeopardy. Melling was the second step in the grievance process. The City Council. which will discuss the matter this evening at 6 is the third and final step. ( The letter to Holyoak said that the committee denies the grievance "as a , procedural action," thus turning the , matter over to the Council. The reason for such is partially explained ex-plained in one of the four findings of the committee: "The issues of Human and Civil Rights are of such a paramount nature, that we believe the City Council should make the ultimate decision." The other three findings were as lollows. "A. "B. We see no interference with the proper and effective performance of official duties, or conflict of interest, between officer Holyoak's cartoons and his action as a City employee. "C. We feel that the problem is caused by acceptance of responsibility by City officials for off duty activities, which are not within the City's jurisdiction." Besides Melling, the committee was composed of Stephen R. Warby, Robert C. Behunin, Terry Petersen and Don Wolfram. |
