Show IIOOVER-LAIIDOH FIGHT INDICATED WASHINGTON, Aug. 1 (UP) Former President Herbert C. Hoover Hoo-ver today criticised conduct of the 1M Republican campaign and assumed as-sumed leadership of a movement developing In 20 states to rally Jef-fersonian Jef-fersonian Democrats to a C. O. P. coalition in the 1940 presidential wars. Mr. Hoover proposed that the party meet officially next year in convention to draft a declaration of party principles. He announced bia program i nan article prepared for publication in the current Atlantic At-lantic Monthly. The project pointed Mr. Hoover and Governor A If M. Landon, ISM Republican presidential nominee, toward a possibla contest for control con-trol of tha party. Some details of the plan leaked prematurely a fortnight fort-night ago and had a cool reception from Landon, Chairman John M. Hamilton of the Republican national committee and most partymen who commented here upon it. Mr. Hoover said his program was designed to remedy three major Re-publicsn Re-publicsn weaknesses: 1. Failurs to crystallise an affirmative af-firmative and consistent body of principles in the face of existing conditions. Mr. Hoover aald "There is bound to be more discussion of a new alignment align-ment that will bring a better junction junc-tion of Republicans and so-called Jeffersonian Democrats." Mr. Hoover charged that the Roosevelt administration had discarded dis-carded the three major safeguards of the bill of rights independence of congress.
