I The complaint sets out that there are 1 143,000 acres of project lands, which are' entitled to all the water in the Arrowrock Arrow-rock reservoir, which now contains approximately ap-proximately 125,000 acre-feet, all of which is needed for the irriga tion of I he project proj-ect lands, and that in delivering storage water to the irrigation districts and ditch company the officials of the reclamation rec-lamation service are acting beyond the scope of their authority. It Is cited in the complaint that there is a great shortage of water for the project proj-ect lands and that under the contract which the irrigation and ditch companies have with the government they have ordy a right to purchase the surplus waters wa-ters of the reservoir, whereas the surplus sur-plus water has all been used up and the amount now in storage is less than sufficient suf-ficient for the project lands which have a prior and superior water right. |
