Turkey has abrogated the treaty of Paris of 1856 and the treaty of Berlin of 1S7S as not binding upon the Ottoman empire. In a note to the German and the Aus-tro-Hungarian governments, copies of which reached here today, the sublime pone declared its independence from the "collective guardianship of the great powers." Turkey bases her action on the plea that the other powers derived all the benefit from the treaties and failed to keep their peldges to Turkey. Aggressions by England, En-gland, France, Russia and Iraly, especially, especial-ly, are mentioned, and Turkey declares these sufficient to make the treaties null and "without contractual value."
