Sheldon of Topcka, Kan., who delivered an address here to-dav. to-dav. Sheldon urged college mon and college women to fit themselves for this kind of work. Ho should be a man who studies conditions amonjr the people, frco from dishonesty and graft and a Christian." Sheldon said it did not require a college col-lege graduate to direct traffic, but that such duties wero only a small part of what an officer ought to do.
