Show Ae open letter to residents of Boeetnfal This is the last opportunity to talk about issues before the election in Bountiful. One issue has seemed to dominate local thinking and discussion. Redevelopment is such an important issue that more must be said about it. No one has really attacked it, for it is not as simple as it may seem at first glance. And most that feel political advertising should be kept simple. In reality, the issue is not simply the Redevelopment Agency. It's not really whether a mall should be built or not. Nor is it whether Bountiful should allow an industrial zone in the city (specifically in the northwest area at this time). THE REAL ISSUE IS GROWTH! Should developers be allowed to build a large mall in what is now a quiet neighborhood, with the changes that must happen with acres of buildings and black parking lots? It's true that a mall can be beautiful. But it is also disrupting. Industrial development would also be disrupting. It would change, to some degree at least, the nature of any neighborhood in which it is placed. John Stuart Mill tells us that the great unanswered question of all time is how to balance the authority of society with independence of the individual. Much depends on the customs of the area. It seems to me that residents of Bountiful have become upset because the city council has gone beyond the area of city interference that residents are used to. And that they have not been able to have a say in these changes. Committees that were named to help, were quickly dismissed ; without really having any input. So we become angry upset frustrated. The matter won't go away. Change still glowers at us. And that's why this election is so important. We stand at another crossroads as a community. We must develop answers to these questions now and be prepared for other questions as time goes on. iHow will we pay for needed services, which are becoming increasingly expensive, due to the number of them and inflation? jCan we increase the number of places to shop (and the tax base) without destroying the character of our city? iIf we choose to stay much as we are now, are we willing to increase taxes to pay our way? WOr do we want to reduce services and leave taxes as they are (as far as possible)? These questions are easily stated. Answering them will be much more difficult. It will require much citizen input, many meetings, and much thought by the mayor and city council, along with others. I am not against the Redevelopment Agency as such. But the tremendous power it has does concern me. And I believe it needs to be handled more carefully, more thoughtfully, with more concern for residents and their property. Since I have been associated with city administration for many years (9 years on the planning commission; 6 years on the power commission; 3 12 years on the city council; and covering the city for 19 years as a reporter for the Davis County Clipper) I know I am qualified to help lead this challenging dialogue.
