Show Water Line Causes Heal-In Heal-In Centeirville By GARY R. BLODGETT CENTERVILLE -- Complaints continued con-tinued to boil -- but were reduced to a simmer sim-mer -- between Centerville city officials and residents living in 1950 North. CITY OFFICIALS have been on the "hot seat" for several weeks this summer with continuous complaints from residents of that area w ho argue that some city promises prom-ises haven't been kept and improvements on the street -- which was only recently annexed by the city -- haven't been completed. com-pleted. The most recent uprising came at last week's city council meeting over a complaint com-plaint that Paige Zobell. a resident on the street, had not paid his share of assessment for improvements yet the city had prov ided him with a water line to his property. RESIDENTS allege that the line was paid for by all other residents but that Mr. Zobell could receive benefit of the line w ithout paying his share of the assessment. City Administrator Kenner Killpack admitted that the line was continued to the Zobell property but that he was not using water "and would not be hooked up until his assessment is paid." MR. KILLPACK told the residents that neither he nor the city (officials) were aware that line was a "private" line which had been paid for by the residents because the city had just recently been annexed into the city. He assured the residents that the (irrigation) (irriga-tion) water was only in the main line and could not be hooked up to the service line feeding Mr. Zobell's property until this hookup was conducted by the city. 1IKSRY Richards, a resident of the area, told the council that he had paid Mr. Zobell's share of the assessment so that the line could be completed. He said Mr. Zobell's share is $816. which should be reimbursed to him (Richards). Mr. Killpack explained that the line was completed to Mr. Zobell's property so that the street could be completed (paved) and not have to be dug up again later. He said Mr. Zobell had agreed to pay his share of the assessment. THE COLNCIL, on a motion by Councilman Coun-cilman Kenneth Holman. agreed to accept a letter from Mr. Richards outlining the amount allegedly owed by Mr. Zobell and that the city would be certain that these assessments are paid before Mr. Zobell receives re-ceives a water turnon connection. In other city council action, possible lease of city-owned property on the frontage fron-tage road was discussed: the council heaid a preliminary report of the city audit: and approved a commercial sign for a car-wash establishment. THE COl NC1I. decided to lease about one acre of property on the freeway frontage fron-tage road just north of Parrish Lane -- but how to go about advertising for the property proper-ty met with some discussion. Tom Kenster said he is interested in the property as a private individual and would like to submit a bid for the land. He told the council that he is acting individually as an investor and hoped there would be no conflict con-flict of interest because he happens to sen e on the city's planning and zoning commission. commis-sion. HE ADVISED the council that seeking open bids on property can create problems because most of the bidders not acquainted with the property would not be qualified bidders -- at least to the benefit of the city. He noted that there are many variables to consider when leasing property, more than just the top-dollar value. Several things should be taken into consideration." Councilman Norman Wright commented that the city has not yet had the land appraised, nor determined for certain just what they (city officials) want to do with the land. THE COUNCIL did agree, however, to begin accepting bids for lease of the land and to advertise publicly for the proposed leasing. They said they agreed with Mr. Kenster regarding land use and said this would be taken into consideration in approving any bid. THE COLNCIL also approved a commercial com-mercial sign to be erected on the north and south walls of the car wash ow ned by Karl Stoker. 25 Last UK) North.
