Governors skeptical of federalism plan $ WASHINGTON -The nation's gover- : nors gave mixed and often skeptical reaction Sunday to administration argument that there are "no winners, no losers," under President Reagan's :: new federalism proposal. 8 "The truth of the matter is the states are already the loser," said Gov.
